The Responsible Organization (Resp Org) Change (ROC) System enables Resp Orgs to administer Toll-Free Number (TFN) ports and store Letter of Agency (LOA) along with supporting documentation in a centralized location. This system standardizes the process of ROC management, submission and processing of the change requests as well as provides access to the history of the ROC transactions and supporting documentation.
In conjunction with the TFNRegistry™ Function Tariff filing that became effective on February 15, 2017, the use of the ROC System became mandatory on June 30, 2017 for any Resp Org Change initiated by the Submitting (new) Resp Org in which the Controlling (current, old) Resp Org requires a valid LOA in order to release a subscriber’s Toll-Free Number to the submitting Resp Org.
If you have the necessary permissions, you may escalate a ROC request to the Help Desk for processing after it has been submitted through the ROC System and the TFN(s) have a status Expired, Declined (Except decline reason codes 21 - This TFN belongs to a Port Restricted Resp Org and 22 - TFN is already in control by your organization) or Overdue can be included in such request. If escalated from the ROC System, the request(s) will have a status of Help Desk Request (HDR).
Alternatively, if you have the necessary permissions, you may also submit a ROC request directly to the Help Desk for processing (please navigate to the Somos Portal Website (portal.somos.com) and the “Submit Requests” section to complete the Resp Org Change Help Desk Intervention (ROC HDI) request) if:
- It falls under Chapter 3.2.7 of the Industry Guidelines for the Toll-Free Number Administration document;
- It falls under special circumstances. For more information on these special circumstances, please click here;
- It is classified as a Special Number(s) (e.g. BRCUD, BRDUP, BRRCC).
- It is a classified as a Disconnected Number(s) that is associated with a Disconnected Resp Org (e.g. BRDXX (where XX is 01 through 99)).
Please Note: If any ROC HDI requests are submitted directly to the Help Desk and do not meet the exceptions listed in the message above, the request will be declined and the submitter will be contacted by the Help Desk. LOAs for each TFN must accompany all ROC HDI (HDR) requests. The Help Desk only processes ROCs for TFNs that have an identifiable Toll-Free Subscriber. Please check each TFN's status before submitting this request outside of the ROC System.
