Network Service Providers (NSPs) that want to disallow the use of their network to certain Plain Old Telephone Service (POTS) destination phone numbers can do so via the Network Provider-SCP Owner/Operator IntraLATA Agreements/Exceptions (NLA/NLE) page by entering the POTS phone numbers that are not allowed to use their network. Before the NSP can set up the NLE page, they must contact the Help Desk. The Help Desk must set up the NLE page for the Common Channel Signaling (CCS) Network first. The NLE page allows the Administrators to identify the set of POTS destination numbers (10 digits or 6-digit NPA-NXXs which map to any of the Local Exchange Carrier's (LEC’s) Operating Company Numbers (OCNs) that are not allowed to be used in Toll-Free routing.
If a NSP sets up the NLE page, then Responsible Organizations (Resp Orgs) that attempt to create new Customer Records (CADs) (also known as CRs) or update CRs that use a POTS destination number that is restricted will receive an error message if the POTS number is listed on the NLE page. In this scenario, one solution for the Resp Org of the CR is to replace the disallowed POTS destination number with an allowed number.
Please Note: The NSP must be sure of the accuracy of the POTS numbers entered on the NLE page will not validate the POTS numbers related to the Company Codes (CO) on the Network Provider-SCP Owner/Operator Company Codes (NCC) page until CR validation occurs.
On the NLA/NLE page, to access the NLE information by selecting the Exceptions radio button.
