The Federal Communication Commission (FCC) mandated that all Disconnected Toll-Free Numbers (TFNs), must be aged for a minimum of 45 days before they can move to the Spare pool. The maximum aging period remains at 120 days for the life cycle of a Disconnected Customer Record (CAD) (also known as a CR). In the TFNRegistry™, there is a new configurable parameter “Spare Aging” under the Number Administration Parameters section in the SPH page. Administrator can update the “Spare Aging” parameter on the System Parameter Handling (SPH) as directed by the FCC.
The day of the disconnect is day zero (0). Day 1 is the following day starting at 11:00 PM CT (12 AM ET), so day zero (0) does not count toward the 45 days. For example:
- Day 0 (TFN is placed in a Disconnect/Transitional status)
- Day 1 (Beginning of 45 days for a TFN in a Disconnect/Transitional status at 11:00 PM CT)
- Day 46 (45 days completed for a TFN in a Transitional status and the TFN can be spared)
Please Note: You can spare a TFN with the Acting As feature when:
- Acting As, Controlling (current, old) Resp Org and TFN’s Resp Org are the same (this is the existing TFNRegistry™ behavior).
- Acting As and TFN’s Resp Org are same, while Controlling Resp Org is different.
When the TFN has not Spare aged:
In the Number Query and Update (NQU) page, you can view the Transitional and Reserved options in the Status field when a Transitional TFN is retrieved. These two statuses are displayed when the TFN has not Spare aged. Transitional status represents that the CR has been removed and the End Intercept Date has been reached. When the TFN has Spare aged:
Once the TFN has Spare aged, then the "Spare" status will be displayed in the "Status" drop down.
You can select the status as “Spare” and then select the “Save” button. A message, “Number Updated Successfully” will be displayed and the TFN will be spared and no Resp Org information will be available for the TFN. You have the possibility to retrieve the same TFN from the Number Search and Reserve (NUS) page and reserve it.
