To setup control of a local network for Toll-Free service, the Local Exchange Carrier (LEC) may do any of the following, as applicable to their specific situation.
If Responsible Organization (Resp Org) is a LEC:
- Step 1: Enter the Operating Company Numbers (OCN) code(s) on the OCN page. Please Note: Each Plain Old Telephone System (POTS) termination number NPA-NXX is assigned an OCN code.
- For security reasons, you, as an authorized user, must call or text the Help Desk 844.HEY.SOMOS (844.439.7666), Option 1 to enter this information.
- Step 2: Using the Carrier IntraLATA Agreements/Exceptions (CLA/CLE) page, enter the Resp Orgs that are allowed to terminate Toll-Free calls to the LEC controlled POTS number.
- If all Resp Orgs are to be disallowed (except the LEC’s own Entity Resp Orgs) from routing to the LEC controlled POTS numbers, then create a CLA page for the LEC’s Entity with only the LEC’s Resp Org Entity listed.
- If all Resp Orgs will be allowed to terminate Toll-Free calls to the LEC controlled POTS numbers, then do not create a CLA page.
- Step 3 (optional): Using the CLA/CLE page, if there are any exceptions to the CLA page for specific POTS destination numbers, the CLE page can be used to enter any specific POTS termination numbers (10 Digits or 6 Digit NPA-NXXs) that are not allowed to use CIC 0110.
- Step 4 (optional): Using the CLA/CLE page, if any POTS numbers have been ported from the original LEC to another LEC (which means the OCN code has been changed at the 7-digit to 10- digit level) and the ported-to LEC needs to control CIC 0110, then you must call or text the Help Desk at 844.HEY.SOMOS (844.439.7666), Option 1 so that they may set up the RAC or RDC page for this scenario.
If the company (TFNRegistry CCS Network) is a Network Service Provider (NSP):
- Step 1: Enter the Company Codes (COs) on the Network-SCP O/O Company Codes (NCC) page. Please Note: Each POTS termination number NPA-NXX is assigned a CO code.
- For security reasons, you must call or text the Help Desk 844.HEY.SOMOS (844.439.7666), Option 1 to enter this information.
- Step 2: Using the Network-SCP O/O Carrier Agreements (NCA) page, you must enter the Operating Company Numbers (OCN) codes for the LECs that are allowed to route to the service provider’s network.
- If all LECs are disallowed (except your own LEC) from using the network, then create an NCA page for the owned CCS Network with no OCN codes listed.
- If all LECs will be allowed to use the service provider’s network, then do not create an NCA page.
Please Note: Although it is only required to set up either the NCA page or Network-SCP O/O IntraLATA Agreements/Exceptions (NLA/NLE) page for the CCS Network, both pages can be set up (NCA and NLA). If the RAC/RDC page is defined, then the OCN from the RAC/RDC page can be used for the NCA validation instead of the OCN from the NXL page.
- Step 3: Using the NLA page, you must enter the Resp Orgs that are allowed to use the network.
- If all Resp Orgs are disallowed (except your own Entity’s Resp Orgs) from using the network, then an NLA page must be created for the CCS Network with no Resp Orgs listed.
- If all Resp Orgs are allowed to use your network, then do not create an NLA page.
- Step 4 (optional): If there are any exceptions to the NCA or NLA pages for specific POTS destination numbers, the NLE page can be used to enter any POTS termination numbers (10 Digit or 6 Digit NPA-NXXs) that are not allowed to use the network.

Please Note: A NSP (e.g. CCS Network “BR”) cannot block their matching Resp Org Entity ID (e.g. Entity “BR”) from using CIC 0110. A carrier cannot block their own Resp Org Entity from using CIC 0110.
The CLA and CLE pages may be updated by Carriers. The NCA, NLA and NLE pages may be updated by NSPs. By using the IntraLATA Carrier Management feature, the LEC of a 6 Digit number can allow or disallow use of their CIC 0110 via the CLA or CLE page. NSPs can allow or disallow use of their CIC 0110 via the NLA, NCA or NLE page. The LEC of 7-digit and 10 Digit ported numbers can block or allow use of their CIC 0110 via the RDC or RAC pages, respectively.
Please Note: Pseudo NPAs (NPAs beginning with a number ‘’0’’ or ‘’1’’ are not supported by the IntraLATA Carrier Management feature.
