The Responsible Organization (Resp Org) Change (ROC) LOA Upload (RLU) page allows you to submit and attach Letter of Agency (LOA) to a corresponding ROC request. You can upload a signed and dated Standard LOA using “Browse” button and the “Submit” button to attach it to the existing Outgoing ROC request. This document must have valid barcoded page first then followed by the Standard LOA.
Please Note: You can generate a standard LOA document via the ROC Submit Request (RSB) page.
Once you upload a valid document and select the “Submit” button, a message, “ROC LOA Submitted Successfully” will display and a new RLU page will be displayed.

The ROC System decodes all the barcodes in uploaded documents and verifies the following:
- The ROC System verifies that the Standard LOA and each listing page have registered barcodes.
- If at least 1 page fails barcode verification, then the upload will be declined by the ROC System, and you will see an error message and receive an email notification.
- If the Standard LOA is uploaded with only the barcode cover page, then the upload will be declined by the ROC System, and you will see an error message and receive an email notification.
- The ROC System will validate if the uploaded Standard LOA document exceeds the permissible document size limit (after compression 4 MB). If it exceeds, then the upload will be declined by the ROC System, and you will see an error message and receive an email notification.
- If an LOA is already attached to the request then the ROC System will attach the Standard LOA as an Additional Document.
- If the ROC request is already in an Expired status, then the upload will be declined by the ROC System, and you will see an error message and receive an email notification.
- If the ROC request and the Standard LOA successfully passes all validation and verification, the ROC System will attach the uploaded Standard LOA document to the corresponding ROC request and now all Controlling (current, old) Responsible Organization (Resp Org) can view the request.
Please Note: Only Portable Document Format (PDF) and Tagged Image File Format (TIF/TIFF) file types can be attached to the request. If TIF or TIFF file types are attached, the file(s) will be automatically converted to a PDF file type. Total size of all files cannot exceed 4 MB; this is a configurable limit.
