In 1994, Canada joined the USA in a common TFNRegistry™ (tfnregistry.somos.com) and implemented number portability. A process was created to address the maintenance of duplicate 800 NPA Toll-Free Numbers (TFNs) that were assigned in both the United States and Canada. BRCUD is noted as the Resp Org ID and listed in the Resp Org Information (ORG) page and Telephone Company Information (TCO) page in the TFNRegistry designating the Help Desk as the Resp Org.
Inquiries regarding a TFN that has been assigned the BRCUD status should be directed to the Help Desk. The controlling (current) Resp Org may view the Call Processing Record (CPR) tab and the Label Definition (LAD) tab of the Customer Record (CAD) under their control.
If a Resp Org wishes to become the new Resp Org for a BRCUD TFN, they must supply the Help Desk with the proper documentation. The Resp Org Change Help Desk Intervention request and Letter of Agency (LOA) are required in order to make appropriate changes. If the submitting Resp Org has routing changes, or needs to disconnect the Customer Record, the Special Number Change Request will need to be completed and returned to the Help Desk.
When a Resp Org relinquishes its portion of the TFN, the Help Desk updates the record to give control to a single remaining Resp Org. The remaining Resp Org will then be notified that the number is no longer a BRCUD and the Resp Org may route the calls to Canada, Caribbean and the US.

State Duplicate (BRDUP) Administration

When the TFNRegistry was first implemented, several Toll-Free Numbers (TFNs) in the 800 NPA were being utilized by multiple customers in multiple states for the same TFN. The industry agreed that when TFN portability was implemented within the TFNRegistry, the creation of new state duplicate records should be blocked. That restriction was implemented in the TFNRegistry and remains in effect today.
As of July 15, 2006, state duplicate records are managed under the Help Desk Resp Org ID of BRDUP. Over time, some of the duplicated records have been removed from service and eventually there will be only a single Resp Org controlling the TFN. When all but one of the Resp Org IDs has been removed from the TFN, the Help Desk updates the Customer Record to give the remaining Resp Org full control of the number. The associated Customer Record will then be processed in the same manner as any "normal" Customer Record.
Changing the controlling (current) Resp Org for one of the state portions of a state duplicate Customer Record may be completed by submitting the required requests. The Resp Org Change Help Desk Intervention request, and Letter of Agency (LOA) and will need to be submitted to the Help Desk for processing. To change the routing, or to disconnect the state portion of the number, the Special Number Change Request will need to be submitted to the Help Desk.

Radio Common Carrier (BRRCC) Administration

Radio Common Carrier (RCC) numbers were authorized by the Federal Communications Commission (FCC) to provide the radio link portion of certain mobile radio telecommunications (pager) services for intrastate service. On November 17, 2007, all existing RCC records were converted into complex records, one for each Toll-Free Number (TFN). Each of these Customer Records contains one Call Processing Record (CPR) section for each state’s specific routing and is managed under the Help Desk Resp Org ID of BRRCC.
To change the Controlling (current, old) Resp Org of one of the individual CPR sections of a BRRCC record, a Resp Org Change Help Desk Intervention request, and Letter of Agency (LOA) will need to be submitted to the Help Desk. To change the routing or disconnect an individual CPR section of a BRRCC record, a Special Number Change Request may be submitted to the Help Desk.
If the BRRCC record has only one CPR section, the record will be moved from BRRCC to the controlling Resp Org listed on the remaining CPR section. As of October 30, 2005, the assignment of new RCC numbers was no longer supported by the TFNRegistry.
